A new report from the Chinese Academy of Social Sciences said criminal prosecutions were up 10 per cent and public security cases up nearly 20 per cent in 2009, and it predicted the rise would continue even as the economy improved in 2010. In real numbers, that meant 5.3 million criminal cases and 9.9 million public security cases were prosecuted last year. According to the Beijing Times, the 2009 jump was the first increase China has seen in its crime rate in nearly a decade. The report warned that the widening gap between rich and poor in Chinese society, coupled with increased unemployment, will ensure the crime rate continues to climb. It said things such as robbery, petty theft, fraud and bank-card crimes are likely to increase and that Ponzi schemes and illegal fundraising will be more prevalent

The Tibetan spiritual leader now has more than 82,000 followers. However, the service could provide him with a powerful communications tool. Twitter is used by hundreds of millions of people as a regular tool. Dalai Lama's page was set up by his office on Monday. There was one post that mentioned he would be in Los Angeles. Six other Tweets since then provide links to interviews, photos and a Webcast. There is even some media content available where he met about 4,000 people at Nova Southeastern University. But a far bigger group of virus carriers in China encounters similar bigotry. For 130m Chinese carrying the hepatitis B virus, which can cause fatal liver diseases, it can be hard to get a job—or even a decent education, as a group of schoolchildren in the far west recently found out. Carriers of hepatitis B often show no symptoms. In China, many first learn they are infected when they apply for work or a place at university and undergo medical examinations. In September elite state-run boarding schools in Urumqi, about 2,400km (1,500 miles) west of Beijing, gave new entrants a blood test and barred entry to 19 children found with the virus. The pair of camouflaged Hongqi 7 missiles are capable of shooting down aircraft that enter the no-fly zone around the showpiece venues for the Games. A mobile radar dish and other military vehicles manned by air force personnel were clearly visible to passing traffic across from the city's fourth ring road, which is less than a kilometre south of the stadium. All aircraft have been banned from airspace around the site of the Games, although helicopters will be used by broadcasters to cover the Olympic venues. The health department of the Himalayan region was notified on Friday that two people had died of an unidentified illness in a village in the Linzhi area, more than 200 kilometres (125 miles) southeast of the capital Lhasa, the Beijing Times reported. Health authorities examined the victims and determined they were cases of pneumonic plague. The report did not identify the two but health authorities in Hong Kong said they were a couple who developed symptoms of plague on September 14 and 23. A spokesperson for the Centre for Health Protection of Hong Kong's health department said the man, 35, passed away on September 20 and his 38-year-old wife died five days later.
